New Moon Day commences at dawn on the day following the moon's conjunction with the sun. For a detailed explanation of the reasoning behind this method, please refer to "New Moon Day: The Dawn After Conjunction."
Below is a chart showing the lunar-solar conjunction dates for 2013-2023. You can confirm the dates and times listed at the USNO's website:
(Note: Conjunction is often referred to as the Astronomical "New Moon.")
1. Determine the difference between your local time and UTC (Coordinated Universal Time). Any of the following can be used.
United States
Atlantic Daylight Time . . . Subtract 3 hours from UTC
Atlantic Standard Time . . . Subtract 4 hours from UTC
Eastern Daylight Time . . . Subtract 4 hours from UTC
Eastern Standard Time . . . Subtract 5 hours from UTC
Central Daylight Time . . . Subtract 5 hours from UTC
Central Standard Time . . . Subtract 6 hours from UTC
Mountain Daylight Time . . . Subtract 6 hours from UTC
Mountain Standard Time . . . Subtract 7 hours from UTC
Pacific Daylight Time . . . Subtract 7 hours from UTC
Pacific Standard Time . . . Subtract 8 hours from UTC
Alaska Daylight Time . . . Subtract 8 hours from UTC
Alaska Standard Time . . . Subtract 9 hours from UTC
Hawaii-Aleutian Standard Time . . . Subtract 10 hours from UTC
Samoa Standard Time . . . Subtract 11 hours from UTC
Europe/Middle East
Greenwich Mean Time . . . Same as UTC
British Summer Time . . . Add 1 hour to UTC
Central European Time . . . Add 1 hour to UTC
Central European Summer Time . . . Add 2 hours to UTC
Eastern European Time . . . Add 2 hour to UTC
Eastern European Summer Time . . . Add 3 hours to UTC
Charlie Time (Mid East) . . . Add 3 hour to UTC
Delta Time (Mid East) . . . Add 4 hour to UTC
2. Find the time of conjunction on the chart below.
3. Convert the time given in UTC to your local time. For example: Conjunction occurs on January 11, 2013 at 19:44 UTC (7:44 PM). If you live in Egypt (UTC +2), the conjunction will occur on January 11 at 21:44 (9:44 PM) local time.
4. Determine when the first dawn ("astronomical twilight") after conjunction will occur.
New Moon Day commences at the first dawn after the lunar-solar conjunction.
In the example cited in step #3, New Moon Day will commence at dawn on January 12, 2013 (in Egypt) because conjunction will occur at 9:44 PM on January 11 and the next dawn will occur at 5:28 AM on January 12.
